The Health Policy and Communication position serves as the advisor and team lead for communications, policy and associated health systems strengthening issues.? The candidate will provide technical assistance and guidance to the Namibian Ministry of Health and Social Services, PEPFAR partners, and the USG health team on key health policy issues, including strategic direction for public health programming, sustainability, country ownership, and governance, as well as communications issues involving internal documentation and external outreach. The candidate will serve as a recognized expert in current health policy issues facing global health programs, including issues such as health financing, human resources for health, human capacity development, system governance, and integrated service delivery. In addition, the candidate will be responsible for overseeing the development and execution of PEPFAR-supported projects in these domains, provide expert analysis of critical health policy issues for USG and the Government of Namibia and lead the design of policy alternatives to address these challenges, and will work with other USG technical teams (prevention, care, treatment, strategic information, and laboratory) to ensure that their programs reflect an evidence-based ?health systems? approach, are cost-effective, and are consistent with the principles of the Global Health Initiative.
Duties and Responsibilities:
- Provide expert technical advice to the Government of Namibia Ministry of Health and Social Services (MOHSS) on integrated and cost effective health policies related to comprehensive health service delivery, human capacity development, health systems leadership and governance, health information systems, health systems financing, health administration, and infrastructure development.?
- Provide a supportive role in the areas of forecasting and procurement of commodities and resource tracking harmonization.?
- Contribute written content and provides editorial review of all documents produced by the organization. Writes health and HIV/AIDS-related speeches for the country director, the U.S. Ambassador, and others.?
- Support other subject-matter experts? work to develop and implement interpersonal and mass communications strategies linked to technical program areas.
- Represent the organization on PEPFAR and Global Health Initiative working groups, including those charged with developing the Partnership Framework Agreement and policy recommendations related to PEPFAR?s health systems strengthening goals.
- Manage cooperative agreements related to human capacity development, and serves in a supportive management role on projects related to quality improvement, health systems strengthening, surveillance, information systems, and research.
- Provide expert technical advice to MOHSS focused on human resources for health, public health workforce capacity development and public health institution building. Advise USG and MOHSS on innovative and sustainable approaches to establishing strong pre- and in-service education systems for health sciences.?
- Support the planning and process of transition of grants and USG supported clinical and non-clinical services to the Government of Namibia and other local partners.
- Provide expert technical assistance and support for strategic planning for USG and GRN in health systems strengthening with focus on the Global Health Initiative Strategy and the PEPFAR County Operational Plan; the National Strategic Framework for HIV/AIDS (NSF); the National Policy on HIV/AIDS; and others as appropriate.
- Promote a ?health systems? approach in the work of other USG technical teams and provides technical guidance on cost-effectiveness and innovations in program delivery.?
- Provide technical assistance to the Director who is an alternate member of the Namibia-Global Fund Country Coordinating Mechanism. Track Global Fund issues and trends, and provide expert advice to the Director prior to key CCM and other GFATM meetings.
- Establish and maintain good relationships with the Global Fund, United Nations family, other bi-lateral donors and the private in order to track trends in donor financing, technical strategies, and local resource mobilization opportunities.
Key Qualifications:
- Masters Degree in Public Health, Public Policy or Communications.
- Three-to-seven years experience with public health program implementation and/or research; preference will be given to candidates with international experience in global health, particularly with PEPFAR.
- Knowledge of health policy, including education and training for health care workers, health systems financing, and health system governance.
- Knowledge of public health systems and programs at the facility, district and national levels, and an understanding of African governmental efforts to decentralize and integrate health services.
- Knowledge of strategies to build human and institutional capacity of host country counterparts and systems, as well as analytical methods to evaluate the effectiveness and efficiency of capacity building activities.
- Expertise in Microsoft Office word processing, spreadsheet and presentation software; experience with GIS and/or statistical software is encouraged, but not required.
- Exceptional oral and written communication skills, particularly for policy analysis and advocacy, cross-cultural negotiation, and presentation of research findings.
- Expert knowledge of US Government funding mechanisms and fiduciary requirements of partners and program managers.
